People who come up with bad ideas never come out and say "I have a bad idea", they don't even say it's a good idea either, they just advertise it as "new" or "change."
When people start to complain about the idea, they are ignored or mocked and told to adjust to the idea. Then when people get used to it, complain less, or stop complaining completely, the idea is dubbed a "good idea" whether or not it is good, moral, or works.
It's still a bad idea no matter what you call it. It's best to kill bad ideas in their infancy than wait until they are implemented.
